Reinventing The Government
Shellpay was established in April, 2015. We are one of the pioneer blockchain company in China. Our mission is to create new market for blockchain. Shellpay is the driving force of skyledger, the blockchain decentralized technology and developed “super wallet” for storing multiple coins.
In December of 2016, Shellpay participated in the 1st China blockchain Innovation Competition in Beijing and won Innovation Award for Blockchain Application and 2ndPlace for Blockchain Infrastructure innovation.
In February of 2017, Shellpay was selected by Dubai government to join the 2017 Spring Program of Dubai Future Accelerators among 3000 more applications.
Dubai Future Accelerators (DFA) was launched in 2016 by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and the Chairman of Dubai Future Foundation under the directives of Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai. DFA is run by Dubai Future Foundation whose mission is to play a pivotal role in shaping the future of strategic sectors in cooperation with Dubai government and private sector entities. In spring program of 2017, more than 10 different Dubai government department participate in DFA program, and General Directorate of Residency and Foreign Affairs (DNRD) are the government partner that Shellpay worked with.
The General Directorate of Residency and Foreigner's Affairs Dubai (DNRD) is a department that effectively works on achieving its vision of "Have the United Arab Emirates as one of the most secure and safest countries in the world, through its commitment in implementing foreign entry and residency laws. GDRFA was one of the pioneers in using various Services aimed at speeding up and facilitating transactions so that customers' time and effort are saved, while reducing overcrowding at the DNRD counters. DNRD Services has achieved great progress during the last few years, with customers preferring to use such services, especially as several technical developments have also taken place. Their challenge is to enable a seamless journey for passengers by using the Smart Passage. Seeking solutions, for example, biometrics, that focus on electronic auto approvals in the system in order to remove all human interaction with regards to passenger pre-clearance.
Shellpay together with DRND, working on providing non-passport control system based on blockchain and biometrics in Dubai. In the proposal, Shellpay indicated blockchain wallet would be used as individual’s digital ID, for security and other necessary purpose of ID clearance, biometrics info would be added to the wallet ID to create a Global ID system. Public service department should be the authority to build and use the Global ID system, for the purpose of security, social benefit system, and others; private sectors, like the banks, airline companies, etc. could use and share the same Global ID system under authorization. So that one Global ID system on blockchain and biometric for both public service department and private sectors’ use. One major benefit of the Global ID system is it solves data self-sovereignty issue which can not be solved by current big-data service. So that individual’s data could be transferred as a tokenized service and his/her personal data and privacy would be protected at the same time.

At blockchain world, decentralization is key mechanism. The challenge for governments around the world will be how to abandon the centralized thinking into a decentralized one.
If you have imagination, in the blockchain world, we are trying to build a government with no civil servants. It always has been a problem for government to manage a lot of people which cause efficiency and corruption issues.
Look around world, some progressive government like Dubai has announced to put all the government businesses on blockchain by 2020. Shellpay has been invited by Dubai Government to enter Dubai Future Accelerator to advise them. Shellpay advised Dubai government to put a digital ID into the system which is wallet on blockchain. There is only one wallet which can serve as ID on blockchain. If you also bind each person’s biometrics such as iris to this wallet, then you get a ID system which no one can change. With a digital ID in place, citizens and government’s relationship is just a cell phone away, with no human beings in the middle.
As blockchain technology will turn a centralized world into decentralized world, I doubt governments around world will be willing to give up their powers. We need a virgin place to do social experiments on decentralized world.
YongBand Special Economic Zone is the answer. YongBand is located in Shan State, Myanmar. I am appointed as director of Digital Economy Bureau with a 5-year term by YangBang SPECIAL Eonomic Zone Government.
According to the Basic Law of Yongbang Special Economic Zone issued by General Office, Peaceful Liberation Alliance of 7 States on April 20 earlier this year, Yongbang Special Economic Zone is an inalienable part of Shan State. Yongbang Special Economic Zone exercises a high degree of autonomy, and is vested with executive, legislative and independent judicial power, including that of final adjudication. YongBang Special Economic Zone was established on the basis of constant strengthening of political mutual trust and bilateral relations between China and Myanmar and the continued advancement of the “One Belt and One Road” construction. The established Digital Economic Bureau of the Yongbang Special Economic Zone in Shan State, Myanmar will provide a legal framework for the digital economy.
As the director, I am leading the effort to establish the world first digital economy experiment which will open to the world to participate.
Yong Bang legal framework for the digital economy includes:
1: Anyone in the world may participate in the social experiment of digital economy if you have YongBang Coin, you are an e-citizen of YongBang. You can get YongBang coin either through airdrop or buy coins on certain exchanges.
2: Any digital-citizen is entitled to issue his own token with YongBang coin, e.g., one Yongbang coin is entitled to issue 100,000 tokens.
3: YongBang will give a legal framework for distributed ledger. So far, YoungBang Digital Bureau has approved 2 bottom-layer technologies. One is the Bitcoin Chain and the other one is Sky Ledger. The logic behind this framework is to protect users from unsafe technology. And also avoid people to use Legers to do scams. Only approved infrastructure technology may serve the digital economy of Yongbang Special Economic Zone.
4:YongBang Special Economic Zone allows ICO after approval of YongBand Digital Bureau. Exchange coin, utility coin and security coin are all allowed in YongBang.
5: YongBang Special Economic Zone will allow decentralized digital currency exchange to operate in YongBang. Every new listing will subject to the approval of the Digital Economy Bureau.
6:YongBang Special Economic Zone also allows digital fund to operate in YongBang. Every Fund will need to get approve by Digital Economy Bureau.
In line with China’s “One Belt and One Road” initiative, and to jointly build the “China – Myanmar Economic Corridor, the Progress Party Central Committee of Shan State and People’s Government of the Shan State have come to the decision that: Minela County in No. 4 Special Adminstrative Region of Shan State adjacent to China Xishuangbanna Menghai County Daluo town, Menghai Bada Blang Hani village and Menghai County West Hani Blang ethnic township are designated to establishment of Yongbang Special Economic Zone. The area of the special zone is 230 square kilometers for the time being.
YongBang social experiment starts with e-citizen program which will open to the world. YongBang Coin will be the exchange coin for the special economic zone. Anybody who has YongBang coin will automatically become YongBand citizen. YongBand citizens have the right to do business by issuing their own tokens using decentralized ledger technology. Citizen can use 1 YongBang coin to issue 100,000 their own coin. Citizen can get YongBand coin either through airdrop or buy YongBang Coin from the exchange. YongBang authority will never charge tax. Here the business registration is replaced by tokenization of the YongBang economy. This economy will open to anyone in the world.
The second experiment YongBang plans to do is making the role of government as minimal as possible. Any infrastructure, any public projects will open to the public to participate by issuing tokens. So, there won’t be any public projects what so ever. It will follow pay as you go mechanism. For example, if the citizens want a road to be built, a road chain will be established which every citizen will be able to buy coins to participate. Then the road will be build with the funds from sales of tokens. The road will be equipped with sensors, so every car will be charged tokens automatically according to how many miles it travels. The coins then will go to investors of this road automatically. All these transactions will be on blockchain ledger where everything will be transparent. Here, the government role is none existence. Citizens use blockchain technology to manage themselves.
We are very excited to have this opportunity to experiment a new system—a government build on blockchain technology. A government with no civil servants. A government runs on code and machine. In this way, human beings for the first time can achieve self-determination. They choose to join chain and can also choose to leave chain. All they need to do is to buy and sell coins.
We hope YongBang can start from Zero and will become the first digital economy the world has yet to witness its form and shape.

Myanmar’s Digital Economy Bureau of Yongbang Special Economic Zone Will Provide Legal Framework for Digital Currency

Starting from May 12, Zhang Hong, CEO of Shanghai Shellpay Internet Technology, has had another important identity – director of the Digital Economy Bureau of Yongbang Special Economic Zone in Shan State, Myanmar, with a 5-year employment term.

- Yongbang Special Economic Zone allows raise of The raiseof an ICO faces any e-citizens in Yongbang Special Economic Zone.
- The nature of an ICO approved in Yongbang Special Economic Zone includes: exchange, application, and securities.
- Yongbang Special Economic Zoneallows digital currency exchange. Any new issue of currency is subject to the approval of the Digital Economy Currency issued by unapproved infrastructure technology may not be authorized by the Digital Economy Bureau.

China’s “One Belt and One Road” initiative and the China-Myanmar Economic Corridor Plan provide a historic opportunity for Myanmar to share China’s economic development dividend. Under the guideline of the important consensus between the leaders of the two countries to jointly build the “One Belt and One Road” and the “China-Myanmar Economic Corridor,” the economic and trade cooperation between the two countries presents unprecedented development potential and bright prospects.
In line with China’s “One Belt and One Road” initiative, and to jointly build the “herringbone” shaped China – Myanmar Economic Corridor, the Progress Party Central Committee of Shan State and People’s Government of the Shan State have come to the decision that: Minela County in No. 4 Special Adminstrative Region of Shan State adjacent to China Xishuangbanna Menghai County Daluo town, Menghai Bada Blang Hani village and Menghai County West Hani Blang ethnic township are designated to establishment of Yongbang Special Economic Zone. The delimitation of the special zone is 230 square kilometers for the time being.
Yongbang Special Economic Zone implements a mechanism of free trade zone, which is to establish a more open and transparent market access management, an international trade and commerce “unified window” and a safe, efficient, and convenient model of new customs supervision.
The Special Economic Zone will firmly establish and implement the development concepts of innovation, coordination, sustainability, openness, and sharing. It will take innovation of institution mechanisms as the top priority, and adhere to open guiding, innovation-driven, ecological integration, and results sharing.
The Special Economic Zone will actively participate in stabilizing the peace construction in the China-Myanmar border region, opening up development to China and international capacity cooperation, further promoting entrepreneurship, innovating and accelerating the development of new economy, cultivating new kinetic energy and transforming and upgrading the traditional kinetic energy, and focusing on building a border investment and trade facilitation pilot zone and modern industrial development test site. The pilot area will create a good business environment, explore new paths and accumulate new experiences for the development of China-Myanmar border areas under the new normal economic conditions and ecological and economic integration of ecological areas.
